The Thunder Bay Airport Pass Control Office provides services for the following:
- Temporary Passes
- Restricted Area Identity Cards (RAIC)
- Visitor and Contractor Passes
- Proctoring of AVOP theory tests

Location
The Thunder Bay International Airport Pass Control Office is located on the 3rd floor of the main terminal building. Access is available by elevator on the 1st and 2nd floor. The Pass Control Office is directly left of the main airport administration office.

Appointments
The Pass Control Office uses an online booking system to book and manage appointments.
Invitations for online appointment booking will be sent via email directly to the applicant when their application progresses to a stage where an appointment is necessary.
If you are returning a RAIC, Temporary Pass, or AVOP card, an appointment is not necessary.
We offer a secure drop-off box outside the Pass Control Office which is available 24 hours a day, 7 days a week.

The email and voicemail for the Pass Control Office is monitored Monday-Friday. If there is an urgent request, please reach out via email as special arrangements are a possibility. TBIAAI will respond as soon as possible.

Signing Authorities
The Signing Authority (SA) for an employer is a person who has been authorised to sponsor an applicant on behalf of the employer when the applicant is applying for a Transportation Security Clearance (TSC) and a Restricted Area Identity Card (RAIC).
The SA has an important role to ensure that the applicant is fully prepared for an appointment with the Pass Control Office (PCO).

The Signing Authority for an employer will use the TSS Platform in order to “onboard” an employee.

Responsibility to Return Temp/RAIC Pass
Signing Authorities will not authorize a request for the issuance of RAICs, key cards or keys if an individual does not have a consistent “need and right” for entry into an Airport Restricted Area. Furthermore, Signing Authorities, the employer and Pass Holders are held accountable to the TBIAAI for the return of RAICs, key cards and keys when no longer required for job duties and functions. These items are the property of TBIAAI, not the card holder.
The Canadian Aviation Security Regulations, 2012 (CASRs) clearly supports TBIAAI’s requirement for a RAIC holder to surrender the RAIC to TBIAAI if there is no longer a need and right for that person to have access to the Airport Restricted Areas. As such, these items must be returned upon request, or within 48 hours following termination of employment, layoff, extended leave, transfer or any circumstance in which the individual’s “need and right” to access the Airport Restricted Areas is no longer required.
Fees
TBIAAI strongly encourges Signing Authorities to properly prepare their sponsored applicants. In the event that an applicant is not prepared/present, TBIAAI will charge fees (which include applicable taxes) for EACH of the following:
Lost / Stolen / Failure to Return RAIC or Temporary Pass | $100 |
Failure to appear for a scheduled Pass Control Office appointment | $100 |
Attending a Pass Control Office appointment, missing proper ID | $100 |
Attending a Pass Control Office appointment, incomplete application | $100 |
Attending a Pass Control Office appointment, handwritten TC TSC Application | $100 |
For simplicity and consistency, TBIAAI will issue the fee to the employer.
Failure to pay for the fee will result in the PCO withholding the issuance of an follow-up appointment or pass.

Applications
The RAIC Program
The Restricted Area Identity Card (RAIC) program is a dual biometric airport identification program for non-passengers requiring access to restricted areas of the airport. The RAIC program includes the cards, technology and infrastructure linking airports to a secure central database.
The RAIC program has been fully operational since January 31, 2007.
